asked the Secretary of State for Foreign and Commonwealth Affairs if he will respond favourably to the recent proposals by Mr. Brezhnev for an agreement banning all underground nuclear tests and for a treaty on withdrawal from the Mediterranean of ships and submarines equipped with nuclear weapons.

On the subject of a comprehensive test ban. I would refer my hon. Friend to my right hon. Friend's answer of 17th July.

Mr. Brezhnev's suggestion on the Mediterranean was for a bilateral agreement between the US and USSR, not a multilateral treaty to which Britain and others could become parties.
