asked the Secretary of State for the Environment what action he has taken to implement the proposals put forward by the Commission under the action programme for the environment.

Apart from measures relating to motor vehicles, on which my right hon. Friend is replying separately, no instruments for implementation of the European Communities' Environment Programme have yet been agreed by the Council of Ministers.
