asked Her Majesty's Government:

  1. (i) Whether they intend to lay a statutory instrument before Parliament amending the Air Navigation Order 1972 in respect of flight time limitations; and if so when.
  2. (ii) What are the names of the members of the Flight Times Limitations Board recently set up by the Civil Aviation Authority; and
  3. (iii) Which of those members has specific experience, recently acquired, in the management of third level and charter airlines, and can therefore represent the interests of these smaller companies on the Board.

(i) Yes, my Lords. I understand from the Chairman of the Civil Aviation Authority that he is hoping to submit recommendations for changes to the Air Navigation Order 1972 to my right honourable friend the Secretary of State for Trade early this autumn. It is intended to lay a Statutory Instrument after these recommendations have been received, with a view to the revised requirements coming into force very early in 1975.

(ii) (iii) The second and third parts of the noble Lord's Question are matters for the Civil Aviation Authority, who published details of the Flight Times Limitations Board on May 21 this year.
