asked the Secretary of State for Social Services how many workers registered as self-employed pay no national health insurance contribution because they state their earnings to be too low.

Mrs. Castle

It is estimated that 196,000 people are excepted from liability from national insurance contributions as self-employed and non-employed persons because of low income—not earnings alone. It is not possible to say how many are self-employed.
