§ Mr. CroslandAs a result of the change I made in the domestic element about 9.3 million domestic ratepayers received less, and 7.4 million received more, rate relief than that proposed by the previous Government. The total national rate increase was, of course, entirely unaffected by that change. The rate relief scheme announced on Monday will benefit ratepayers in over 300 districts in England and Wales.
