Mr. Hooley

asked the Secetary of State for Foreign and Commonwealth Affairs if he will publish as a White Paper a brief account of the proceedings of the UN Law of the Sea Conference in Caracas including the text of major policy statements at that conference by the United Kingdom representative.

The meeting in Caracas is the first substantive session of the conference. There may well be one or more further sessions. Her Majesty's Government will certainly consider publishing a White Paper at the conclusion of the conference.

As I said in a Written Answer on 19th June, I am considering holding a further seminar, similar to the one which I chaired in Church House on 15th May, to consult interested non-governmental organisations and indivduals at the conclusion of the current session in Caracas about the progress of the conference.

Copies of the speech which I made in Caracas on 4th July have been placed in the Library.
