Mr. Hooley

asked the Secretary of State for Foreign and Commonwealth Affairs (1) whether Her Majesty's Government have made any recommendations to the Secretary-General of the UN about the representation of the Palestinians at the Geneva Conference on the Middle East;

(2) whether Her Majesty's Government have held discussions with Egypt, Syria and Jordan about the representation of the Palestinians at the Geneva Conference on the Middle East.

As my right hon. Friend made clear to the House on 19th March 870, c. 870–1]—Her Majesty's Government believe that there will be no permanent peace in the Middle East unless a settlement provides for a "personality" for the Palestinian people. It is our view that the question of representation at the Geneva conference is for the parties to that conference to decide amongst themselves.
