Mr. Madden

asked the Secretary of State for Employment if he will refuse to approve any wages council orders which do not guarantee increases of at least £2.25 a week on minimum rates.

Wages councils are independent bodies representing the trade or industry concerned. My right hon. Friend has no power to reject their proposals; he may refer proposals back for reconsideration, but if then they are resubmitted, unamended, he has no alternative but to make a wages regulation order giving them effect.
