asked the Secretary of State for the Environment if he will seek powers to make it obligatory for local authorities to comply with his Department's guidance as to the mowing and chemical spraying of roadside verges.

Compliance with the guidance issued is required on trunk roads and motorways. It would be neither advisable nor practicable to make similar standards mandatory on other roads. These are the responsibility of the local highway authorities, which are aware of the varied conditions obtaining locally and must be allowed to interpret the guidance given.
