What is the liability of the United Kingdom for the enforcement of international conventions on ships registered in dependent territories.

Her Majesty's Government in the United Kingdom have ultimate liability for the enforcement of international conventions on ships registered in the dependent territories, to the extent that such conventions have been extended or applied to such territories, in accordance with Her Majesty's Government's general responsibility for the foreign affairs of those territories. Inevitably, however, day-to-day enforcement must largely be left to the Government of the territory concerned. In consequence Her Majesty's Government make every effort to ensure that the provisions of international conventions can be adequately administered and supervised by the Government of a particular territory, before extending them to that territory.
