asked Her Majesty's Government:

In view of the construction of aircraft carriers by the Soviet Union at Black Sea ports, what is their attitude to a possible revision of the Montreux Convention to permit the passage of types of warships not mentioned therein through the Dardanelles.

The Question raises complex legal issues relating to the Montreux Convention to which nine States in all are party. These issues require careful examination, and the matter is under consideration by the Government.
