§ Mr. Wigginasked the Secretary of State for the Environment what consideration he has given to insisting upon dual controls in cars that are being used for driving instruction; and whether this should be necessary for registered instructors as well as for private individuals.
§ Mr. CarmichaelThe advantages of dual controls should not be overstressed: the quality of instruction suffers if too much reliance is placed on them. On the other hand, I have no evidence that cars used for tuition without such controls are a particular source of danger.
§ Mr. Wigginasked the Secretary of State for the Environment what progress is being made in harmonising driving tests and the supervision of driving instructors within the EEC.
§ Mr. CarmichaelI am not aware of any proposals to this effect.
