asked Her Majesty's Government:

Whether any means exist to enable British farmers, who so wish, to sell their grain for human consumption in countries suffering food shortage or starvation, instead of selling it for animal feeding at home; and if no means exist, whether they think it desirable that some should be created.

The normal channels of trade are open to British farmers who wish to export their grain to countries suffering food shortage. Within the Common Agricultural Policy of the EEC special arrangements currently exist for the preferential exports of grain to India, Pakistan and parts of Africa. Moreover, the United Kingdom contributes to the commitment entered into by the EEC to provide 1.28 million tonnes of grain annually as food aid to countries in general.
