asked the Secretary of State for the Environment if he will now issue a circular encouraging local authorities to set up neighbourhood councils.

The Government have already made clear, in a consultation paper issued on 30th July, that we favour the establishment of neighbourhood councils. The consultation paper also raises the question of statutory status for such councils, but I am still receiving replies on this and the other matters raised in the consultation paper. I shall make a further statement when I am in a position to do so.
