asked the Secretary of State for Scotland if he will change the bursary regulations to allow full-time grants to be awarded in special cases to students undergoing correspondence courses.

No. Education authorities already have discretion to ensure that bursaries for correspondence courses are adequate in relation to individual circumstances.
