Mr. Bates

asked the Secretary of State for the Environment what was the number of (a) deaths and (b) serious head injuries caused by road traffic accidents to motor cyclists in (i) the last full year before and (ii) the first full year after the introduction of mandatory wearing of crash helmets by motor cyclists.

Mr. Mulley,

pursuant to his reply [OFFICIAL REPORT, 4th April 1974; Vol. 871, c. 426], added the following additional information:

June 1973 has been excluded from the comparison because it is considered that such a regulation would take a few weeks to be fully observed. November and December 1973 have been excluded as they were abnormal because of the crisis situation. Later figures are also not available.
