The statistical returns made by local education authorities to my Department do not indicate place of residence and are confined to boys and girls of school age. The return for January 1974 made for the whole of Birmingham showed there were 2,379 children assessed as educationally subnormal and needing special education in special schools, of whom 2,201 were already placed in these schools.
