Mr. Kenneth Clarke

asked the Secretary of State for Education and Science what would be the estimated cost of abolition of the parental means test for student grants if combined with the withdrawal of the child's allowance for income tax to parents of students in full-time education.

Provisional estimates indicate that the net cost for Great Britain might be in the region of £20 million to £30 million in the current year, depending on the basis on which the child tax allowance was withdrawn.
