§ Mr. HattersleyEveryone who obtains a United Kingdom passport is given a pamphlet entitled "Essential Information" which advises persons intending to visit the Soviet Union to consult the Consular Department of the Foreign and Commonwealth Office. He is then given further written guidance. It is, however, difficult to ensure that every traveller to the Soviet Union obtains, reads and heeds that guidance.
