Mr. Wyn Robertsasked the Secretary of State for Wales on what basis financial allocations have been made to the Welsh area health authorities; and why, in the case of the Gwynedd Health Authority, its percentage of the total Welsh allocation does not correspond to its percentage of the Welsh population.
§ Mr. John MorrisThe revenue allocations have been based on the best estimates possible at present expenditure on health services in each area in 1973–74, to which have been added a share of the 249W 1973–74 budget of the Welsh Hospital Board in respect of its functions which the authorities will assume, a sum for pay and price changes, and a share of the resources available next year for improvements in services. Population considerations have been taken into account but to allocate throughout on the basis of population distribution only would not properly reflect the differing needs of the various area health authorities.
