Mr. Roderick

asked the Secretary of State for Wales why the Welsh National Water Authority has agreed to lease for 999 years the Foel Tower, the filter beds, the engineering works in the Elan Valley, and 80 miles of pipeline to the Severn-Trent Water Authority at a rent of 5p per annum.
