asked the Secretary of State for the Environment if he has any figure to estimate the amount of heat wasted in British housing through inadequate insulation; and whether he has any plans to change building regulations to bring about an improvement in insulation of new housing and also old housing.

I regret that the figures asked for are not available. The Building Regulations are concerned with matters of health and safety, and apply only to new construction, but my hon. Friend will be glad to know that I am considering whether there is a case for requiring better thermal insulation in new housing.
