asked the Secretary of State for the Environment if he is satisfied with the enforcement by Her Majesty's Alkali and Clean Air Inspectorate of the statutory obligations which rest on firms and, where these obligations are breached, with the number of prosecutions brought.

Yes. All breaches of the Alkali etc. Works Regulation Act 1906 are investigated by the Alkali and Clean Air Inspectorate, but not every breach results in prosecution, since a mainly punitive system would be neither desirable nor effective.
