asked Her Majesty's Government:

What representations have been made about the adequacy of the Noise Insulation Regulations 1973 (S.I. 1973 No. 1363) particularly with regard to the "specified noise level" and "eligible buildings"; and whether they will take measures to bring about an early review of the Regulations and related legislation (with particular reference to cost levels and to traffic management schemes) in order to remedy the failure of the Government to give full effect to the recommendations of the Urban Motorways Committee.

A few local authorities have asked that the Regulations should be applied to other types of buildings and that the specified noise level should be reduced. The Government has undertaken to introduce Regulations covering schools and hospitals and to review the Regulations as a whole, including the question of traffic management schemes, after experience of a reasonable period of operation has been obtained. The Regulations do not prescribe cost levels.
