§ 37. Mr. Roy Hughesasked the Secretary of State for Employment by what statutory authority the Pay Board makes recommendations about the staffing complements of the new local authorities.
§ Mr. Chichester-ClarkSection 7(1) of the Counter-Inflation Act 1973 gives the Pay Board the authority to exercise powers in such ways as appear to it appropriate for the purpose of ensuring that the provisions of the code which concern remuneration are implemented. The general principles relating to pay are set out in paragraph 110 of the Price and Pay Code and paragraph 153 of that code concerns the determination of pay for new work. Although the Pay Board has not made recommendations about staffing complements of the new local authorities it may be necessary for the board to examine the content of jobs in assessing comparative levels of pay for new work.
