§ Mr. Arthur Lewisasked the Secretary of State for the Home Department whether he is aware that there is no legislation controlling the safety and mechanical condition of equipment used by children and members of the public at fair grounds, such as big dippers, etc. ; and whether he will introduce suitable legislation dealing with these matters.
§ Mr. LaneLocal authorities already have power under the Public Health Act 1961 to make and enforce byelaws relating to safety at fairgrounds. My right hon. Friend is concerned that full use should be made of these powers in the interests of public safety and has accordingly given urgent instructions for the model byelaws, prepared for this purpose, to be strengthened and for a code of practice to be prepared dealing with safety and fire precautions at fairgrounds.
