asked the Secretary of State for the Environment (1) if he will introduce legislation to make it clear that the offer of trading stamps as compensation to hirers of faulty vehicles does not relieve car-hire firms of their legal obligations for the effective functioning of such parts as winkers and wipers; and if he will make a statement;

(2) if he will consider legislation to prevent advertising by care-hire firms from offering five pence as compensation to customers accepting or running a car with faulty wipers, winkers and windows; and if he will make a statement.
