§ Mr. CarlisleThe Joint Negotiating Committee for the Probation Service was unable last year to reach agreement on the payment of an excess rate to probation officers in the greater London area and the present arrangements, which my right hon. Friend prescribed in November, are based on an offer made by the employers' side of that committee before the announcement of the Government's counter-inflation policy.
