asked the Lord President of the Council if he will consider installing a post box at the gate of New Palace Yard, so that members of the public may deliver letters for Members of Parliament before 9 a.m.

No. Strangers may deliver only one unstamped letter addressed to a Member of Parliament and, with an open letter box at the gate, there would be no way of controlling this or of preventing the delivery of undesirable material. As regards stamped mail, there are adequate pillar boxes in the vicinity and frequent deliveries into the Members' Post Office.
