asked the Secretary of State for the Environment if he is aware that some councils are not operating the car badge scheme for disabled passengers; and if he will issue a circular to local authorities drawing their attention to the fact that if a registered blind person is a passenger, the driver of the car is entitled to a badge under this scheme.

Blind people are not normally entitled to disabled passengers' badges, unless they have some additional physical disability which renders them eligible. I am currently reviewing the scheme.
