36. Mr. John Grant

asked the Secretary of State for Trade and Industry if he will seek powers to prohibit the practice of commercial computer training colleges seeking non-returnable deposits or course fees from potential students.

Mr. Emery

The Fair Trading Bill already contains provisions which in certain circumstances could be used, if the Bill becomes law, to impose such a prohibition or to require that consumers should be informed as to the terms on which their money is accepted. As will be understood, these powers do not extend to the protection of consumers outside the United Kingdom.
