asked the Secretary of State for the Environment, after he has received and published all reports on the tunnel project carried out on both sides of the Channel including the Monopolies Commission report on cross-Channel ferry services, what period will be allowed for hon. Members to study and evaluate these reports before any final decision or commitment to the French is made.

The full report of the joint studies with all its appendices has been placed in the Library. I have nothing to add to what I said on timing on 15 th June. The economic, financial and cost-benefit studies were based on the costs of the sea ferries, not current fares, so the report of the Monopolies Commission will not affect their results.
