asked the Secretary of State for the Environment whether he will amend the Road Vehicles Lighting (Standing Vehicles) (Exemption) (General) (No. 2) Order in a way which will restore the power formerly given to chief officers of police on application by a local authority to give written consent for motor vehicles to stand without lights during the hours of darkness on designated street parking places.

No. The regulations introduced last April are designed to make the lighting of parked vehicles subject to simple universal rules. I do intend, however, to review the operation of the rules in the near future.
