asked Her Majesty's Government whether the Urban Aid Programme is likely to benefit from money from the E.E.C. Social Fund; and if not why not.

LORD DRUMALBYN

The Urban Aid Programme is not likely to benefit from the E.E.C. Social Fund as this is constituted at present. The Social Fund was set up under the Treaty of Rome specifically to improve the employment opportunities for workers. The Fund does not extend to schemes such as are provided under the Urban Aid programme to alleviate acute social needs of a more general character.
