Mr. Stallard

asked the Secretary of State for Northern Ireland whether he will now consider introducing a Bill of Rights, along similar lines to the Bill of Rights (Northern Ireland) [Lords], with a view to creating the necessary atmosphere in which to progress politically in Northern Ireland.

Any measures for constitutional reform of Northern Ireland must include practical safeguards for the minority and my right hon. Friend is considering whether a Bill of Rights is the most appropriate way of achieving this.
