asked the Secretary of State for Northern Ireland whether he will give the Community Relations Commission functions in relation to discrimination and sectarian disputes.

My right hon. Friend is anxious that the best possible use should be made of the independent and impartial status of the Community Relations Commission in resolving community differences. Investigation of specific allegations of discrimination in public administration is a matter for either the Northern Ireland Parliamentary Commissioner for Administration or the Northern Ireland Commissioner for Complaints. Discussions are continuing with both sides of industry about means of tackling such allegations in private employment. When a dispute has been identified as containing a sectarian element there may be a rôle for the commission and my right hon. Friend will ensure that it is encouraged to play a part whenever this seems appropriate. The Community Relations Commission has a particular rôle in relation to educational programmes intended to eliminate or discourage discriminatory practices.
