§ Mr. Arthur Lewisasked the Secretary of State for the Home Department whether, on entry into the European Economic Community, the introduction of 31W the free flow of natives of the enlarged Ten within the countries of the Ten will apply to persons travelling to the Channel Isles, including military personnel; whether the present practice of obtaining the permission of the island's Governor and Commander in Chief will still operate; and whether he will make a statement.
§ Mr. Lane:Operational movement of military personnel is not governed by Community provisions. For the rest, Protocol 3 annexed to the Final Act of the Treaty of Accession does not provide for the application of rights of free movement of persons into the Channel Islands to nationals of the enlarged Community. There will, therefore, be no effect on the powers of the Lieutenant Governor, whether in that capacity or in his capacity as Commander in Chief.
