asked Her Majesty's Government:

Whether they have noted the report by Father Luis Alfonso da Costa, spokesman on behalf of Catholic missionaries, on killings and tortures in the Tete province of Mozambique and particularly his statements: (1) that in September, 1971, the Rhodesian Army aided the Portuguese in massacring 18 men, women and children in Mucumbara and in burning their bodies; and (2) that two Catholic missionaries were held in Rhodesia in Rhodesia in January, 1972, and returned to Mozambique, where they were imprisoned and whether Her Majesty's Government will investigate these allegations and, if proved true, protest to the illegal Administration in Rhodesia.

Father da Costa's report itself is not at present available to Her Majesty's Government. Since, in conformity with Security Council Resolution No. 277, we have no diplomatic representation in Rhodesia we are unable to investigate the allegations of Rhodesian involvement.
