asked Her Majesty's Government:,

Whether they will draw the attention of the Human Rights Commission of the United Nations to the action of the Head of State of the Central African Republic in authorising the beating to death of persons charged with theft.

Her Majesty's Government share the noble Lord's concern about these developments in the Central African Republic. However, to take the initiative in raising these allegations in any of the United Nations Human Rights bodies would not be helpful. These are only entitled to discuss consistent patterns of gross violations of human rights and not individual cases.
