§ Mr. Muddasked the Secretary of State for Trade and Industry what alterations there have been in recent years in the 146W present licensing system for civil aviation towards the encouragement of the operation of regional private airlines and the development of feeder services ; what steps are being considered ; and what steps are being taken towards the establishment of an independent Civil Aviation Authority.
§ Mr. NobleThe existing licensing system has not been altered in recent years but will be replaced by arrangements provided for in the Civil Aviation Act, 1971. Under those new arrangements the Civil Aviation Authority will receive policy guidance and it is my intention in giving such guidance to require the Authority to take account of the contribution which air services may make to regional development.
