§ Mr. Peter WalkerThe effect of non-returnable containers on refuse collection and disposal services should not be under-estimated. Officials of my Department will be considering with the other Departments concerned the recommendations in the report of the Working Party on Refuse Disposal that there should be a more intensive consideration of packaging in relation to re-use or disposal.
