asked the Secretary of State for the Environment whether when considering the car parking facilities under New Palace Yard, he will examine the possibility of extending by under-passes a system of underground car parks under Parliament Square with entrances and exits to Victoria Street, St. James Park, Whitehall and Millbank, and similar arrangments under the Old Scotland Yard and No. 1 Bridge Street site with entrance and exits to and from the Embankment, connecting, in each instance, to the proposed New Palace Yard underground car park.

The underground railway runs below Parliament Square and it would therefore be extremely difficult and expensive to provide a car park and under-passes there. So far as the underground car park in New Palace Yard is concerned, access to it will be provided from the north by a tunnel which will run through the basement of the new parliamentary building.
