asked the Secretary of State for Foreign and Commonwealth Affairs why Great Britain has failed to give any commitment to the principle of an 0.7 target for official flows of aid during the Second Development Decade.

Mr. Wood

Her Majesty's Government has not given such a commitment because it intends that official flows of development assistance should form a substantial part of total flows but, like most other developed countries, does not accept a separate target for such flows.
