Friend in general welcomes the Report as a valuable contribution on the subject of publicity and public participation in development plans; and is glad of this opportunity to pay tribute to the hon. Member's work as chairman of the Committee which produced the Report. I shall shortly be consulting the local authority associations and other bodies on a circular covering the Report and its recommendations.
