§ Mr. Mackie:On various occasions my right hon. Friend has been asked to raise the licence fee, to keep it as it is, and to abolish it. It has been represented that an increased fee would reduce the problems associated with stray dogs or dogs allowed to roam free by irresponsible owners. Whether an increase in the fee would solve these problems or even contribute to their solution is a matter of conjecture.
