asked the Secretary of State for Social Services if he will not seek powers to appoint a Hospital Commissioner to investigate complaints from patients.

Mr. Crossman:

I do not think it would be right to anticipate the outcome of the consultations which are now taking place with professional and other interested bodies on our proposals for a health commissioner in the Green Paper on the future structure of the health services.
