83. Mr. Clegg

asked the Minister of Housing and Local Government what estimate he has made of the effect on local authority rate poundages of the imposition of and increases of all of the following, selective employment tax, postage, road fund licences, petrol and fuel oil, telephones, additional purchase tax, insurance, pension and redundancy fund contributions.

Selective employment tax paid by local authorities for their own employees is refunded except for staff engaged on new construction. The indirect effects of that tax and the effects of the remainder of these taxes and charges on local authority spending on goods and services are not separately indentifiable, but rank for appropriate grants along with other such expenditure.

asked the Minister of Housing and Local Government what the average householder paid in local authority rates in 1968–69; and what was the equivalent figure for 1963–64.

The average amount paid in rates in 1968–69 by domestic ratepayers in England and Wales is estimated to have been £41 19s. Od. after crediting domestic rate relief estimated at £2 19s. 2d. The equivalent average rate for 1963–64 was £30 11s. 10d.
