asked the Secretary of State for Foreign and Commonwealth Affairs if Her Majesty's Government intend to recognise the travel and identity documents issued by the United Nations Council for Namibia.

Mr. Foley

No. An effective instrument for dealing with the problem of travel documents for South-West African refugees already exists in the United Nations Convention of 1951 and the Protocol of 1967 which relates to the Status of Refugees.
