Mr. Hooleyasked the President of the Board of Trade whether Her Majesty's Government propose to support the American policy on a generalised non-regional scheme of preferences for developing countries at the forthcoming United Nations Conference on Trade and Development special committee scheduled to convene on 31st March, or whether the Common Market scheme for preferences limited by quotas will enjoy British support.
§ Mrs. Gwyneth DunwoodyThe underlying issue is whether or not the various proposed preferential arrangements can be made to conform to a single pattern. This issue is still under discussion in the O.E.C.D. The eventual form of the arrangements we shall introduce depends upon the outcome of these discussions.
