asked the President of the Board of Trade if he will now widen the terms of reference of the Roskill Committee to enable it to carry out a thorough national air traffic study, with particular reference to the consequences of removing outgoing charter and inclusive tour traffic from the existing airports at Heathrow and Gatwick.

No. The proportion of charter and inclusive tour services using Heathrow is very small. The Commission has not asked us to widen its terms of reference, nor do I see any reason for doing so.
